OFFICE OF MEDIA SERVICES A Reference Guide to Services... and How to Obtain Them INTRODUCTION The Office of Media Services (OMS) is the centralized campus resource providing faculty with audio-visual equip- ment, instructional technologies, and consultation to sup- port and enhance classroom teaching. The services include consultation on effective uses of instructional technologies to meet specific teaching objectives, production of video materials to supplement the curriculum, technical support in media-equipped classrooms, and loans of audio-visual and computer equipment for use in general-assignment classrooms. OMS is also participating in a long-range plan to equip new and refurbished classrooms and lecture halls with audio-visual equipment to make it more convenient for faculty to take full advantage of video, videodisc, and com- puter graphics technologies in their instructional programs. Finally, OMS provides video tape playback services to numerous campus lecture halls. The Moffitt Media Resources Center and OMS maintain libraries of instructional and edu- cational videotapes. CHANGES IN SERVICES Recent budget reductions have affected certain aspects of OMS services, most notably in available employee hours for several service areas. In order to minimize the impact of these staff reductions on continuity of service to clients, OMS encourages you to assess your service needs for the semester as early as possible, and contact the appropri- ate service unit(s) within OMS with your requests. A short description of each service and the contact number for obtaining each service are provided below: OMS SERVICES VIDEO LIBRARY LOAN PROCEDURES The OMS Video Library contains approximately 3000 titles, mostly of an archival nature. This collection is in addition to the extensive holdings of instructional video- tapes available from the Moffitt Library Media Resources Center. Faculty and students may peruse the catalog of OMS's offerings in room 9 Dwinelle. Tapes may be checked out for use in the classroom, or for personal viewing between 8:00am and 5:00pm Monday through Friday, in the carrels located in the building. ----> For information about the OMS Video Library and video carrel hours, please call 642-2535. CLASSROOM VIDEO PLAYBACK Faculty may use videotapes from departmental collec- tions, or can reserve educational videotapes from the OMS Video Library or Moffitt Media Resources Center for use in classroom presentations. It is important to call in advance to assure the availability of video programs on the days and times you require them. ----> To reserve OMS Video Library videotapes for classroom playback, please call 642-2535. ----> To reserve tapes from Moffitt Media Resources, please call 642-8197 There are several ways to show videotapes to your stu- dents, depending on the type of classroom you have been assigned, or have reserved: If the classroom contains a VCR and monitor(s), you can pick up an equipment closet key you have reserved with OMS at Room 9 Dwinelle Hall and use the installed equipment for playback. You may either use a videotape you have reserved with OMS or bring your own videotape. Handouts with instruc- tion on using the equipment are available. If the classroom is linked directly with OMS Master Control in Dwinelle Hall, you can schedule the videotape playback by calling 642-2535, preferably at least a week before you wish to show the tape, and then drop the tape off in Room 9 Dwinelle Hall prior to class. On the day of your class, you can use the classroom intercom to communicate directly with the Master Control operator when you are ready to view the program. Please note that OMS Master Control is also equipped to play back videodiscs to these classrooms with advance notice. If the classroom contains no equipment, you can call 643-8637 to reserve a VCR and monitor. Equipment must be picked up from and returned to Room 8 Dwinelle Hall or to certain satellite closets located in different buildings. Keys for the satellite closets are provided in 9 Dwinelle. OMS regrets that it no longer delivers equipment free of charge. When you request playback services, please indicate the format of your videotape (e.g. 3/4" U-Matic, or 1/2" VHS or BETA), and whether the videotape is recorded in the American NTSC standard or a foreign TV standard (e.g. PAL or SECAM). Special VCRs and monitors are required for viewing video- tapes not recorded in the American NTSC standard. AUDIO-VISUAL EQUIPMENT RESERVATIONS OMS provides a wide range of audio-visual equipment for use in the classroom as part of a regular instructional pro- gram. The equipment includes overhead projectors; manual and carousel slide projectors; 16mm film projectors; VCRs able to play back NTSC, PAL, and SECAM TV standard videotapes; ;camcorders; public address systems; microphones; and TV/computer data projection systems. OMS regrets that it must charge for delivery and pick-up of equipment, except in cases in which an OMS staff member is required to operate the equipment. In those cases, delivery, pick-up, and opera- tion are free of charge. Equipment is located in Room 8 Dwinelle Hall and must be returned immediately following the class period during which it is used. OMS also rents certain types of equipment to depart- ments, student groups, and other units affiliated with the University of California, for special events. ----> To reserve audio-visual equipment for your instruc- tional program, or to enquire about rental rates, please call 643-8637. VIDEORECORDING IN THE CLASSROOM Faculty have found video to be a useful classroom tool for documenting student performances and presentations (e.g. debate, poetry readings, foreign language study), student rehearsals (e.g. "Shakespeare in Performance"), and teaching techniques (e.g. Graduate Student Instructor evaluations), to name a few. For a nominal fee you can arrange to have an OMS camera operator come to your class with a VHS camera and recorder to videotape class proceedings for later viewing and analysis or you can check out a camcorder for self operation. ----> For VHS single-camera videotaping reservations, please call 643-8637. ----> Some facilities on campus are equipped with multiple camera and control rooms for videotaping entire courses as they take place. Faculty interested in consulting with an OMS Media Facilitator about this service should call 642- 1736. FILM- AND SLIDE-TO-TAPE TRANSFERS OMS can transfer 16mm and 35mm film and 35mm slides to any videotape format for more convenient viewing in the classroom and for personal viewing at video carrels. You must obtain written permission from the copyright holder before OMS can transfer copyrighted materials to videotape. Please deliver materials to be transferred, with evidence of copyright clearance, to Room 9 Dwinelle Hall. ----> If you have videotapes recorded in a foreign televi- sion standard, OMS can transfer those videotapes to American NTSC (US) standard. For information about this service, please call 642-2535. COMPUTER DATA DISPLAY The growing use of computers in the classroom has gen- erated increased demand for projection systems able to display computer data on large screens. OMS is incorporating specialized computer data projection systems into the design of future video-equipped classrooms. Portable projection systems are also available for classes of up to 35 students. At the present time, the availability of these display sys- tems is limited. ----> For information on classrooms currently equipped with these display systems, please call 643- 8337. SATELLITE AND TELECONFERENCING SERVICES OMS has access to educational and informational pro- gramming from 17 satellites in geosynchronous orbit over the Western Hemisphere. This programming--in the English, French, and Spanish languages--can be downlinked to the campus and displayed on monitors in your classroom or recorded on videotape for playback at a more convenient time. Scola is one example of the satellite services avail- able. Educational teleconferences sponsored by state and federal agencies, educational institutions, and corporations can be downlinked and distributed to selected viewing facil- ities and auditoriums on the campus. In some classrooms a telephone line is available for direct communication with teleconference presenters. Viewing sites for teleconferences are heavily booked. OMS urges you to make your room arrange- ments as early as possible. Two way digital teleconferenc- ing is currently not available but will be a new service in the future. ----> For satellite program information and teleconferencing services, please call 643-8337. TELEVISION PRODUCTION Whether you want to develop programs to enhance the content of a particular curriculum, or want to document laboratory or training procedures for students, OMS's pro- fessional production staff can assist you from concept and scripting through the final edit. OMS has broadcast-standard production equipment, a 3-camera studio, and editing facili- ties with computer graphics and digital video effects. Because our production services are in high demand, we make every attempt to allocate our resources in as equitable a way as possible during each academic year. OMS urges faculty to consult with the Managing Producer-Director about projects as early in the semester as possible. Production takes time. This will enable OMS staff to schedule personnel and resources efficiently, and will enable us to maximize our service to academic departments throughout the year. In some cases a proposed project may require a level of staff- ing or equipment that exceeds our capabilities. For such projects departmental or extramural funding may be required. If you are applying for a Committee on Teaching (COT) grant for a project involving audio/visual production, related services or media equipment purchases, the Office of Educational Development recommends that OMS review your pro- posal. ----> For consultation on television production and budget estimates, call 642-1305. VIDEO EQUIPMENT PURCHASES, SYSTEMS DESIGN, AND INSTALLATION If your department wants to purchase or install video equipment, or would like assistance in designing a specific video system, OMS can help you in several ways. Our staff can recommend the types of equipment that are best suited to your needs, identify equipment vendors for you, or assist you with the installation and testing of equipment. PROGRAM DISTRIBUTION The Office of Media Services has extensive experience in the distribution of programming via satellite, the PBS television network, cable television systems, non-commercial radio, and direct-mail educational videotape marketing. OMS produces and distributes a weekly, hour-long program called "An Open Window" to 2.2 million homes in California via cable TV systems. OMS also operates a 24-hour FM radio sta- tion, KALX (90.7), that features award-winning campus- related and informational programming. ----> For consultation on program distribution, please call 642-1305; for information on "An Open Window," please call 643-8930. A WORD ABOUT COSTS... Equipment and personnel services for program production related to instructional courses are provided free of charge during normal business hours. The costs for supplies such as videotape stock, graphics materials, set construction, etc. are the responsibility of the department. Services provided in the evening and on weekends entail modest labor charges. Large-scale television production projects may also require supplemental funding. Non-instructional units are responsi- ble for all costs for equipment, labor, and supplies. OMS production staff will provide you with an estimate of all applicable costs for a project during the consultation phase. Chargeable services will be provided only upon receipt of financial commitment in the form of an approved IOC (interdepartmental order and/or charge), a university account number which we may bill, a purchase order or per- sonal check payable to UC Regents, or cash. CLASSROOM AVAILABILITY Video-equipped classroom space is at a premium and is likely to remain scarce for the foreseeable future. OMS urges you to plan well in advance, so that you can reserve appropriate classroom space as early in the semester as pos- sible. OMS schedules two video-equipped classrooms in Dwinelle Hall: Rooms 4 and 117. These rooms are scheduled primarily for the occasional user of videotapes.
